On the amendment to Clause 8(2), I have consulted with the Chairperson of the Departmental Committee on Energy and we have agreed that it is necessary to retain the position of a secretary. So, I drop my amendments to the advantage of Chair’s amendment. view

We agreed that there is necessity to have the secretary under the previous clause. I had sought that the CEO and the DG be the same as the secretary, but we thought that that would be too big a burden for a single person. So, I seek to withdraw. view

Temporary Deputy Chairman, my amendments were informed by the fact that safety in nuclear energy is very crucial owing to the adverse effects that can result due to flouting of safety rules and regulations. Upon a second thought and consideration, we should give discretion to judicial minds. We should not give the lower limit of the fine. view

We need to define special interest groups. If you look at Clause 10, people who are referred to as special interest groups are supposed to be facilitated even in campaigns, capacity building and civic education and that includes what we are calling marginalised communities. Early childhood development education is the foundation of the entire education life of any child, just like a building. Looking at the Bill under Clause 3, a lot of emphasis has been placed on quality, efficiency, infrastructure and the partnership between the two levels of Government, which is very crucial.   • 26 Sep 2019 in National Assembly: When it comes to infrastructure of the ECD centres, I have gone around my constituency addressing issues affecting primary schools. I have seen that most of the ECD centres are in a pathetic situation. This is an area that the counties need to look into very seriously because, sometimes, we are also tied by the National Government Constituencies Development Fund (NG-CDF) Act. I associate myself with the sentiments of my learned senior Hon. Millie-Odhiambo, that it is limiting to say that every education centre must have, at least, one acre of land. In towns like Nairobi, land is very expensive and this will limit our kid’s access to education.
