I echo my colleagues’ sentiments in supporting the idea that NG-CDF should be strengthened further so that more allocations can be made to the kitty. One of the many challenges we are facing at the constituency level is infrastructural development for our schools. it has become even a bigger challenge because every child has to go to school. Yet, there are no classrooms, dormitories and other infrastructural requirements like toilets.

I also want to support the idea that any money that is meant for infrastructural development, instead of being channeled through the ministry, it be shared amongst the constituencies because we know where the shoe pinches the most. That would be better, other than someone seated at the national level in the ministry. We interact with students, teachers and parents on the ground and visit those schools. So, we know where the problems are.

Kenyans should know NG-CDF was left to handle education and security alone. Those are the two functions that were left at the national level. Any money that is meant for security purposes at the constituency level, including development of infrastructure for our assistant county commissioners, police posts and all those kind of things, must also be put separately. Even if it is allocated to the Ministry of Interior and Co-ordination of National Government, at least, a certain portion of money should be given to every constituency so that we can plan with our committees at the local level and develop ...

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this very important Bill. Apart from aligning the administration and organisation of the board of trustees, there is also the management of the Fund. After perusing the Bill, I have seen that the Bill seeks to establish a fund. Looking at Clause 12, it seeks to establish a clear source of funds but there is very minor explanation on how they shall be utilised. We need a very clear guideline on how this Fund will be utilised. Also, looking at the lotteries and gaming institutions that we have in this country and the kind of money they are making, we need to have a clear percentage which will be channeled out of their profits to this Fund.
