  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I want to inform the Assistant Minister. view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is very clear that what the Committee has done is provided for in the Constitution and in the law. I will, first of all, deal with its recommendations. view
  • 29 Feb 2012 in National Assembly: The Act setting up the IEBC is very clear. It says that after the Commission completes its work, the Committee will look at its Report and analyse it so as to enrich it. What the Committee has done is just to enrich the IEBC Report. There is nothing wrong with the Report’s enrichment by the Committee. Mr. Deputy Speaker, Sir, if you consult, it does not mean that you lose your independence. The Committee consulted various stakeholders. They received views, which is exactly what they were supposed to do. So, those who are saying that once an independent Commission consults ... view
  • 29 Feb 2012 in National Assembly: I am actually on a point of order! Let me finish! What we are doing is that we are enriching the report of the Electoral and Boundaries Commission from the views of hon. Members which will come out of the debate. We are improving it. What is wrong with improvement? What is wrong with enriching it? We are fine-tuning their report. Lastly, on the budget, I wish to confirm that I have not yet finalized the budget estimates. They are being prepared. So, if in the wisdom of this House, the House recommends more than 1,450 wards, I will provide ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I beg to move the following Procedural Motion:- THAT, pursuant to the Provisions of Standing Order No. 107, this House orders that the publication period of the Public Financial Management Bill (Bill No. 7 of 2012) be reduced from 14 to 6 days. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, the reason for this is that the Bill has just been published and it has taken a lot of time for all the stakeholders to agree. The two versions done by the Ministry of Finance and the Ministry of Local Government have now been harmonized. The Bill has gone through the Constitution Implementation Commission (CIC) and has been approved. It has also gone through the Attorney-General and the accountants and it has been approved. If the House approves this Procedural Motion, it will enable us to debate the Bill and enact it. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I beg to move and ask the Minister for Planning, National Development and Vision 2030, Mr. Oparanya, to second. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I stand to move a Procedural Motion that pursuant to provisions of Standing Order No.23 this House resolves to extend today’s sitting until the conclusion of business appearing at Order No.10 in the Order Paper. This is to enable us to conclude this matter because today is the deadline and we have no alternative, but to finalize. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, it is import from the outset to say that the purpose of going through the IEBC Report is to enable us to enrich it. That is exactly what we are doing. We want to finetune it. We want to improve it, so that when it goes to the IEBC they can do the final job. view
