I wish there was a law that gives Assistant Ministers power to appoint boards, and you would have seen the kinds of boards that we can appoint. Unfortunately, we do not have that power. We only see those appointments in the newspapers. It is important that there is full consultation when those new board members are appointed, so that competent people, and people with an interest in the industry are appointed.

I would just like to congratulate the Minister, the Director-General and her staff and also the Chairman of the Committee for having come up with these wonderful amendments. What really pleases me is that now, for the first time, Kenya will now be on the white list. We can now be able to train our seafarers. That is one area that has been neglected.

(a) I am aware that the main Tuwan/Mitume Bridge connecting Kitale Town to residential areas like Mitume, Tuwan, Kisumu Ndogo, Matisi, Lessos and other areas has collapsed internally and is, therefore, not in use. However, the council has provided a crossing point 200 metres downstream for the pedestrians only.
