  • 17 Feb 2009 in National Assembly: I wish there was a law that gives Assistant Ministers power to appoint boards, and you would have seen the kinds of boards that we can appoint. Unfortunately, we do not have that power. We only see those appointments in the newspapers. It is important that there is full consultation when those new board members are appointed, so that competent people, and people with an interest in the industry are appointed. view
  • 17 Feb 2009 in National Assembly: With those few remarks, I support the recommendations of the Committee. view
  • 12 Feb 2009 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am seeking clarification on the word "master." What if the ship is captained by a woman? Would she still be referred to as "master" or "mistress." view
  • 12 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it has been a long journey. I remember that this issue has taken quite some time. I remember that we dealt with it when I was at the Ministry of Transport. view
  • 12 Feb 2009 in National Assembly: I would just like to congratulate the Minister, the Director-General and her staff and also the Chairman of the Committee for having come up with these wonderful amendments. What really pleases me is that now, for the first time, Kenya will now be on the white list. We can now be able to train our seafarers. That is one area that has been neglected. view
  • 12 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, secondly, I have always been saying that we need to encourage Kenyans to own ships. Whenever people retire they just venture into matatus . I think we have enough matatus . I would like to encourage Kenyans to start owning ships now. Do not just think of matatus. view
  • 12 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to second the Motion. view
  • 12 Feb 2009 in National Assembly: This is purely a procedural Motion. The ceiling is almost being reached. Therefore, in addition to congratulating the Deputy Prime Minister and Minister for Finance as one who represents the youth in the Ministry, I second. view
  • 11 Feb 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to respond. view
  • 11 Feb 2009 in National Assembly: (a) I am aware that the main Tuwan/Mitume Bridge connecting Kitale Town to residential areas like Mitume, Tuwan, Kisumu Ndogo, Matisi, Lessos and other areas has collapsed internally and is, therefore, not in use. However, the council has provided a crossing point 200 metres downstream for the pedestrians only. view
