Members who may not have understood, all it means is that, because of historical reasons, you may find that you already have a number of political parties which exist but their names resemble each other. I think the Mover gave the example of FORD(K) and FORD(P), NARC and NARC(K), and ODM and ODM(K). Members who might not have been here, the intention of that amendment is to make it easy for a political party to decide what amounts to a branch. Some political parties have a constituency as the branch, while others use the central Government district. So, by saying "branch or constituency" then you make it easy for a political party to decide what their branch should be. view
  • 31 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I support this amendment, I would also like to move an amendment to Rule No.27. Again, it is on the same basis that we leave it to the party to decide whether they want a branch in their constituency or a central government and, therefore, I propose that in the last sentence the words "district branch" should read "district/constituency branch". This is so that they are all in alignment with the previous amendments. I beg to move that amendment. view

(a) My Ministry does not intend to gazette new local authorities in line with the new July 30, 2008 PARLIAMENTARY DEBATES 2185 districts. Unlike districts which are created purposely for administration, local authorities are mandated by law to provide services and, hence, their creation should be based on their abilities to provide the said services, for example, public health, water and sanitation.   • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I have explained, we are now undertaking this exercise. It is not because we do not want to create them. In fact, as the Assistant Minister, I am empowered to create or even abolish any local authority. However, there is no point of creating a local authority if it cannot even pay the salaries for its staff, collect garbage or plan for its land.
