  • 14 May 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I stand to support this Motion of Adjournment. I will give my reasons why I think it is very important that we adjourn. First of all, we have just approved, about 30 minutes ago, the Supplementary Appropriation Bill so that we can fund Ministries; both the old and the new ones. They now need to start working. So, for that reason alone, we require adjournment. Secondly, I have just been informed that about 50 per cent of the hon. Members have not yet constituted their own CDFs. This is ... view

  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, he is very fond of interrupting me. I do not know what I have done to this hon. Member. He is always interrupting me! view
  • 14 May 2008 in National Assembly: The other Committees--- view
  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, on the other committees that also need to be created by hon. Members, like the HIV/AIDS Control Committee, this is the opportune time to do so. Quite a number of hon. Members have not done so. The other committees are the Constituencies Bursary Committee. We also need to create those committees. If I may inform hon. Members, if they are not aware, the Ministry of Education has remitted the bursary money. It is there. So, let us go and distribute this money to the deserving cases. We also have Departmental Committees of Parliament. This is the ... view
  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I have absolutely no intention of intimidating any hon. Member. All that I am saying is that we are either in a Grand Coalition or not. A Grand Coalition is not a come-we-stay relationship. It is enforced by the National Accord and Reconciliation Act. It is there by an Act of Parliament. Wit those words, I beg to support. view
  • 14 May 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity. I think this is a very important Motion that has been brought by my friend, Mr. C. Kilonzo. I will not comment on the hate messages because that has been adequately dealt upon by hon. Members. My main concern is we, as politicians, Ministers and Assistant Ministers, Permanent Secretaries and chief executives of parastatals, there should also be a law on hiding the May 14, 2008 PARLIAMENTARY DEBATES 1031 identity of the caller. My policy is that if you call me and your have hidden your identity, I do ... view
  • 13 May 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make my contribution to this very important Bill. Mr. Temporary Deputy Speaker, Sir, this Bill is important in the sense that it authorizes the various Government agencies to spend money and give Kenyans services. It is even more important because of the additional Ministries that were created. It is important for them to be given money so that they can start delivering services to the people of Kenya. That is the only reason why those Ministries were created. Mr. Temporary Deputy Speaker, Sir, I am happy because ... view
  • 13 May 2008 in National Assembly: were to rise from the dead and came to see the current Nairobi River, they would agree to go back to their graves. It is an eyesore because it is full of filth. It is full of plastic papers and people wash in it during daylight. The sewage is also emitted directly into the river. One of the tasks that the Minister for Environment and Mineral Resources has to perform is cleaning Nairobi River. We need to bring Nairobi River back to its glory. This is the river that Nairobians depended on for drinking water, but now you cannot use ... view
