  • 20 Jun 2007 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute on the Budget Speech. First of all, may I take this opportunity to congratulate the Minister for Finance for coming up with a budget which is, by and large, acceptable to a majority of the people of this country. Mr. Temporary Deputy Speaker, Sir, there are some things we must commend the Government for. These are the things the Government has done since the administration of view
  • 20 Jun 2007 in National Assembly: Kibaki took over leadership in 2002. One of the things that we must say loudly is the introduction of the CDF. With this Fund we have been able to do things that Kenyans could only have dreamt about. Using CDF we have put up a day secondary school in every primary school in my constituency. This was a dream from 1963, but we have only been able to achieve it this year. So, I must commend the Government. Mr. Temporary Deputy Speaker, Sir, we must also further commend the Government for declaring that starting from next year tuition fees will ... view

In any case, we also have another colleague here on the Front Bench. So, do not worry. This is a collective responsibility and we shall do it to the best of our ability. Mr. Temporary Deputy Speaker, Sir, turning to the Budget Speech, we must also commend the Government because for the first time, the coffee farmers are going to be paid the Kshs641 million which was supposed to be sale proceeds from the Coffee Board of Kenya, but which was ... view

  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on 10th April, 2007, the hon. Member for Kisumu Rural, Prof. Anyang'-Nyong'o sought a Ministerial Statement on the status of the Rift Valley Railways (RVR). I am, therefore, pleased to give the following Ministerial Statement. First, he wanted to know the position of the RVR given the many court cases that are facing the RVR-Uganda. In response, I would like to say that there are no court cases in Uganda involving the RVR-Uganda or RVR-Kenya which are the two companies the governments of Uganda and Kenya signed concession agreements with, to operate their national railways. ... view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, April 17, 2007 PARLIAMENTARY DEBATES 657 in answering Prof. Anyang'-Nyong'o's question, I would like to assure him that the disagreement between shareholders will not affect the performance of the Rift Valley Railways. Why am I saying so? It is because the disagreement is between the 65 per cent shareholding and not within the shareholding of the other companies. Under the Concessioning Agreement, the leading investor must hold not less than 35 per cent of the voting shares. So, even if they were to lose the case, they would still end up withholding more than 35 ... view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will give that information to the Minister for Livestock and Fisheries Development. I hope, he will be in a position to issue a statement. view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we will give the Statement on Tuesday, next week. view
