Currently, we have the Public Service Superannuation Scheme which is a good thing, of course, for those who are below the age of 45 years and those who are above who are also part of the current pension scheme. I also want to commend the Government for coming up with this Bill, so that we can strengthen KIRDI. At the moment, that is lacking. For it to become stronger on a piece of legislation, it needs to be a substantive law. This Bill will create KIRDI in a very substantive manner and it will become semi-autonomous. (ii) What is the legal basis for arriving at the Kshs6,000 fee for the said courses? (iii) Could the Commission confirm if TPD training will be a factor in determination of teachers’ promotions? This amendment is assuming that NHIF will not be having creditors. I believe creditors are also entitled to recover their money in one way or the other. I do not know if we are trying to prevent the assets from being liquidated. Are we giving the creditors access to their bank accounts? This is because if there are suppliers who have supplied various items and have not been paid, they are surely entitled to look for their money either through the ... view

Now that we have made a law which will ensure it gets proper funding, why not allow it to compete with others? Already, we have given it two advantages, and then we are adding exemptions. I think there should be an element of competition. Look at Kenya Power, it is not having any competition and that is why it is very inefficient.
