Thank you, Hon. Temporary Deputy Speaker. As I wind up, the organisations involved in preparing examinations especially KNEC should be beyond reproach. They should be people of high integrity and should not be looking for ways of enriching themselves by selling and leaking examination papers and being involved in any activity which can compromise examinations. I support the idea of jailing them for a minimum of five years or a fine of Kshs5 million so that we can strengthen the examination system in this country.

Thank you, Hon. Temporary Deputy Speaker for this opportunity to support this Motion on the approval of the Budget Estimates for the Financial Year 2017/2018. I know we may have rushed in dealing with this Budget because of the limited time we have between now and the elections and before the nominations of the major parties in this country. We do not have otherwise, but to approve this Budget in time while we are still available. I want to support various aspects of these Budget Estimates and especially on the issue of health where I see about Kshs6 billion has ...

from wealthy families can have similar amenities to help them in doing their homework. All of them should have access to electricity, so as to have a better learning environment in their homes. I know people are saying they cannot afford electricity, but the cost of paraffin can even be higher than that of electricity. Currently, this is in high demand and there is a lot of pressure for the Last Mile Connectivity Project to reach all the villages. I know it is not possible to do so immediately, but I believe this is a good idea which needs to ...

also been set aside for the recruitment of more teachers. What we learned during the doctors’ strike was very unfortunate. An intern doctor earns a minimum of Kshs196,000 while his counterpart in the Teachers Service Commission (TSC) earns about Kshs35,000. Those are fellow graduates who went through the same university. That is grossly unfair. The SRC is an irrelevant commission which we may need to scrap because it is not able to harmonise the salaries of the employees of the Government of Kenya inclusive of the ones in county governments. Those are the issues which we really need to relook ...

I have not yet completed. Hon. Temporary Deputy Speaker, I was talking about the Ministry of East African Community, Labour and Social Protection. This is a key Ministry which needs to address issues to do with labour. They need to ensure that there are good working conditions for our people. The people who work in this country are our people. We need to have strong leadership in that Ministry. We have a CS, whom I consider highly incompetent. I have been to that office quite a number of times and sometimes she refuses to see people especially those in labour ...

Thank you, Hon. Temporary Deputy Speaker. I wish to support the amendments made by the Senate. I believe it was good for them to give an additional Kshs23 billion to counties. This is because the key functions which are being performed by counties touch directly on the common man and require more funds. A key devolved function like health touches on the common man, and I believe it was wise for the Senate to allocate it more funds. I can see Level 5 hospitals are being allocated an additional Kshs4.2 billion. This is welcome. I would have simply proposed that ...

and be eligible to get the Kshs4.2 billion. That way, all counties will get a share of the Kshs4.2 billion. Major functions such as water services provision fall under counties, and we need to adequately fund them. The additional Kshs23 billion will go a long way in the provision of piped water to our people in counties. County access roads are also very important to development in our areas, and so, we need to provide adequate funding towards this area. Owing to the classification of roads which was done by the Kenya Roads Board (KRB), many of the roads were ...

Thank you, Hon. Temporary Deputy Speaker for this opportunity to also contribute to this Bill. Initially, I was to support it but having listened to the many comments about this Bill, I am convinced that there is a big problem. The Chairman also failed to highlight the report of the Departmental Committee on Finance, Planning and Trade in which it made some observations where it says that Parliament is supreme in the issues of privatisation and it should not be excluded in the approval process, especially on the issues of disposal of assets of the public. I understand that possibly, ...
