In as much as this matter comes from a ward in Mandera County, it does not mean that land issue is not rampant in other parts of Kenya. Land allocation and reallocation is rampant in Kenya and should be looked at. The problem could be with how the Petition was written. At any level of life, a person may want to change things from time to time. When we were starting the 8-4-4 system, we had the same experiences and after 20 or 30 years, we are changing it again. It is not bad. Normally, change comes with a lot of resistance which is generally understood.
