  • 29 Oct 2015 in National Assembly: Thank you, Hon. Speaker. We very well understand that mandate and we know it is a very crucial part of the deliberations of this House. I assure the House that we are up to the task as a Committee. Hon. Speaker, you know that for the very first time, two months ago, the Committee on Implementation did a report to this House since its establishment. It has never been done before. So, mine is to reiterate and assure Members that the Committee is working. On the particular issue raised by Hon. Muthomi, we have had several occasions where we have ... view
  • 13 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to add my voice in support of this Bill. The title of the Bill should have been: Access to Justice (Small Claims The electronic version of the Official Hansard Report is for information purposesonly. • 13 Oct 2015 in National Assembly: Court Bill). I say this because the Bill is all about making justice accessible, bringing it closer to the people and making it available. Our justice system has been marred with a lot of challenges for the common Kenyan since the establishment of this Republic. For one, our customary justice systems which are the indigenous processes of dealing with disputes have been eroded over the years and replaced with a justice system which in many instances is very abstracted in nature. Abstracted in the sense that it does not address the realities of our varied cultures in this country and ... view
  • 13 Oct 2015 in National Assembly: done a lot of public interest litigation and community lawyering on pro bono basis. I know there are so many other lawyers who are readily available to provide legal services on pro bono basis to indigent Kenyans. However, this Bill will lock them out, and I do not think it is fair. Two, I think opening representation such that any Tom, Dick and Harry can be classified as a legal representative of a litigant without any provisions for policing these people, I think is going in the wrong direction. This is because anybody can come up and exploit an indigent ... view

  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute in support of Hon. Kaluma’s Bill. The gist of this proposed amendment to the Constitution is really the entrenchment of the idea of separation of powers which is a good practice in good governance in any jurisdiction. We are aware that the three arms of Government are constitutionally mandated to make specific interventions in the governance of this country. The Judiciary is confined to the interpretation of legislation that emanate from Parliament. Here, we are talking about the national Government, the county assemblies and the Senate because ... view
  • 20 Aug 2015 in National Assembly: internal functionalities of each arm of Government for purposes of good governance and good orderliness in how the three arms of Government function. With those few remarks, I wish to support the Bill. Thank you. view
  • 24 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker. In support of this Bill, I wish to join my colleagues in congratulating Hon. Sakaja for helping us to move from mere rhetoric to actualising the need to bring our young people into the mainstream development agenda of this country. A lot has been said in the talk about creating job opportunities for our young people, but this Bill which seeks to establish a Youth Employment Authority, is what will get us to that vision which is held by both young people and the leadership of this country. When you look at the object of ... view
  • 24 Jun 2015 in National Assembly: Hon. Deputy Speaker, I would like us to critically look into the issue of job advertisements. Sometimes job advertisements are placed in the daily newspapers. Many of our young people living in the grassroots do not access newspapers. In Clause (9)(d), the Bill calls for circulation of job advertisements at very low levels. I wish Hon. Sakaja could look at other ways of circulation of job advertisements, in addition to the social media or the internet. We have young people who have no access to this particular medium. We can ensure that we pin job advertisements at notice boards of ... view
  • 24 Jun 2015 in National Assembly: Another important aspect of this Bill is provision for the functions of the authority. The authority will play a critical role in facilitating and counselling the youths. It thus creates an opportunity for us to rehabilitate and bring them back to the right path towards nation building.
