  • 25 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I will take the blame on my part, but I did not do this privately in the Assistant Minister's office! We had a seminar attended by hon. Members including the relevant Departmental Committee Members. I did not have any private discussions with the Assistant Minister! So, being a new hon. Member at that time, I assumed that, that was the proper procedure. The Assistant Minister told us in a meeting, a seminar in Naivasha, and mine was not the only Bill, that, because of the weighty matters associated with the sugar industry, in fact, he was ... view
  • 20 Sep 2007 in National Assembly: Mr. Speaker, Sir, I have heard the hon. Member talk about Ebola . Tanzania has already raised an alert between it and the Democratic Republic of Congo (DRC) where cases of Ebola victims have been reported. I am wondering if the Assistant Minister could tell us whether we, truly, have a strategy to curb an Ebola outbreak in this country. This is because it is a disease that kills quickly and it is highly contagious. view
  • 19 Sep 2007 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware that Asoro Construction Ltd., who is the contractor awarded the contract for the construction of Sabatia Market Centre in Butere Constituency, is paying local youths only Kshs150 for a ten-hour day and always delays their payment; (b) whether he is also aware that the same contractor was awarded contracts for the construction of Mbale Market in Nambale and Chavakali Market in Vihiga, respectively; (c) why one contractor was given so many contracts resulting in delayed construction of the above markets; and, (d) whether he could inform the House what ... view

  • 19 Sep 2007 in National Assembly: Mr. Speaker, Sir, is the Minister implying that this Question is not of national importance and therefore, the Assistant Ministers could not be here to answer it? view
  • 19 Sep 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. Just like the previous speaker, I wish to oppose this amendment. The reason being that we have not even passed the ICT Bill. Many times, when you go to be served by computers in this country, you are told they are "down". So, clearly, we do not have the capacity. We have not invested in this capacity. Mr. Deputy Speaker, Sir, we are also aware that in overseas countries, cyber crimes and identity thefts increased when they went the electronic way, away from the print way. We are talking about well developed countries! We ... view
  • 6 Sep 2007 in National Assembly: Mr. Speaker, Sir, the Question was on too many pupils and too few teachers. The situation does not seem to be changing. Could the Ministry consider a policy change where they can use retired teachers, who retire very early, and also the Form Four leavers who are just sitting at home with no jobs? They can work as volunteers. view
  • 5 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I do not know what the Assistant Minister is talking about. Is he aware that every time there is a power blackout, it actually gives opportunity for criminal attacks? Are they keeping a record in the Ministry of how many criminals attack when there is a power blackout? view

  • 5 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Agriculture over the fate of the Sugar (Amendment) Bill, which I moved in this House as a private Member. I naively handed it over to the Minister for Agriculture at a workshop in Naivasha. He promised that the Government would support and hasten it to be brought before this House. The Ninth Parliament is about to end and the Minister has let me down. He has also let down the sugar-cane farmers who are suffering. I would like him to tell us the following: (i) ... view
