I am worried to see that this Bill is very old and it has covered the contracts that the Government enters into. Now with the promulgation of the new Constitution, we now have the county governments. We are committing the Government in several areas. Some of the contracts that we are committing a lot of money to, in terms of borrowing, are from outside countries.
