The changes must be notified to the County Education Board. Hon. Part IV of the Bill provides for the management of ECDE centres and establishment of a board of management. When we sat as a Committee, we actually agreed that these institutions will be run independently, whether there is a public primary school or not.   • 6 Oct 2016 in National Assembly: Clause 61 in Part VI gives the requirement that a certificate of accreditation is to be returned to the County Education Board on expiration. Again, we are going to amend this because if a certificate expires, you just need to apply for another one. It has expired and you do not have to physically return the certificate to the institution that offered it. If you could not touch your ear that meant you could not access education. Some of us have some challenges. Others have special needs so we will have clear regulations and laws on who should join. As the Chairperson of the Departmental Committee on Education, Research and Technology, I support the Motion on deployment of chaplains to learning institutions. The main challenges we have had is indiscipline in our learning institutions, especially in the boarding schools. The foundation of a child is built from early childhood via the Early Childhood Development and Education (ECDE) centers all the way to the institutions of higher learning. Esther, the way I know her, never encountered a chaplain at her early age to get the values that were instilled by the chaplains at that tender age, I do not know where she would be today.
