Jamleck Kamau has raised a very serious issue. It affects the education sector. We have a lot of issues within the education sector. Even the timing of the gazettement of the Regulations was not right. Time expired yesterday for Parliament to have received notice or even communication from the Ministry, which myself and the Chair of the Committee on Delegated Legislation have not received. Before I went away, I petitioned the Departmental Committee on Administration and National Security on an issue of a resident of Kigumo Constituency. That Petition was signed by members from Kinyona Ward, to be specific. I left and by the time I came back the person who was inside me was almost five months, and I have not seen a response to the same Petition.
