I promised the Member that I was going to respond this morning, but when I checked with my clerk, I found that they had not received communication from the office of the Cabinet Secretary. I spoke to the Principal Secretary this morning and he said that they have already sent a response. So, it is in between the office of the Clerk and my clerk’s office. I will follow up the matter, so that I give the response in the afternoon.

I want this House to appreciate that a lot of information that the Chairs seek is not final, especially when you seek a Statement and it is delayed. You also need to give direction in terms of what should happen when the Chair seeks an answer from a Ministry, it is delayed and the Member puts the whole blame on the Chair. Actually, as a Committee, we raised that issue last week with the Chief Executive Officer (CEO) of the KNEC and he agreed that he is going to issue a circular to all primary and secondary school principals that they should not withhold certificates of the students due to non-payment of school fees. We agreed on that as a Committee and the Cabinet Secretary was also present.

Hon. Speaker, I would wish to respond to this in a week but now the hon. Member of Parliament, Cecily, has also requested for a policy between the Ministry of Education and KNEC. I am not so sure whether there is a policy. So, that might take a little bit of some time and I request then for around two weeks so that if there is something to do with policy, then they will have had ample time to prepare.
