Pursuant to Standing Order No.44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Justice and Legal Affairs regarding the voter registration exercise in Kiambaa Constituency. Hon. Speaker, Article 88(4) of the Constitution provides for the mandate and functions of the Independent Electoral and Boundaries Commission (IEBC) which amongst other functions is to conduct continuous registration of citizens and regular revision of voters’ roll. Section 6 of the principal Act is amended in paragraph (a) section 6 of No. 9 of 1998. by deleting the word “Minister” appearing in the proviso and substituting therefore the words “Cabinet Secretary”.
