(Murang’a (CWR), JP): On a point of order, Hon. Speaker. The Statement the Chair is reading to the House has been passed. I want to remind this House that we passed the Supplementary Budget III. The matter asked by the Hon. Member has already been addressed by this House, sorted and the money ring-fenced. That is why we did the Supplementary Budget III so that the money that the Ministry wanted to use for other activities was reallocated. We gave them more funds and that money was ring-fenced. I am sure when the Member met with the Ministry; they did ...

Thank you, Hon. Deputy Speaker. I am concerned with the route the Member is taking. You have just informed him that it is not possible to have a Supplementary Estimates Bill IV because the books have been closed. We should not waste time on a line that does not add value to this House. The Member started very well, but in a pandemic, I do not think it was failure to plan. There are issues that came up and I want to inform him that Kenyans went to quarantine centres and were unable to pay. It was not that there ...

Thank you, Hon. Deputy Speaker. I want to support and thank the Chairperson of the Budget and Appropriations Committee and his team for giving the Principal Secretary for Health a chance to appear before them for clarity. I also want to assure the Members of this House that the money that was ring-fenced by Parliament is still safe. You will notice that the Kshs2 billion that we are reallocating was meant for human resource. It is good for Members to know that when the Government gave governors the opportunity to employ, some county governments still lag behind. In the fight ...

for COVID-19, they were not able to pay. The Government had to take care of them. That is why money is owed to KMTC. On the issue of testing kits, I want to inform the House that it is not even possible to do mass testing in Kenya. Even testing kits are very rare to come by. Africa came together and negotiated as a continent, so that we can get cheaper testing kits. As we talk about KEMSA, this is going to be a Government-to-Government deal. We hope that when such deals are done by the continent, testing kits will ...

Thank you, Hon. Temporary Deputy Speaker. From the outset, I support. However, as Hon. Junet has said, health has been one of the beneficiaries of this Supplementary Budget III because of the COVID-19 pandemic. Notably, we have also received money from donors like the Danish International Development Agency (DANIDA) that we had to put in the budget. Even though we have Ksh5.8 billion, as the money that has been allocated by the President to the counties, I want to urge Members that as they go back to their constituencies, they take time… I know the Senate is supposed to be ...

We only have three referral hospitals, that is, Moi Teaching and Referral Hospital (MTRH), Kenyatta University Teaching, Referral and Research Hospital (KUTRRH) and the Kenyatta National Hospital (KNH) that were allocated this money. If I find favour with the Budget and Appropriations Committee, we may need to reconsider the Ksh3 billion that was ring-fenced for COVID-19 pandemic to take care of reagents and testing kits…

I was actually on the Motion, Hon. Temporary Deputy Speaker. You know nowadays there is a bug of opposition that has bitten Hon. Ichung’wah, so he has to oppose everything for the sake of opposing. We understand you and we feel you, Hon. Ichung’wah. All the best in the opposition docket. You know we went through this Supplementary Estimates today and I support what the Budget and Appropriations Committee has done. I have also said that the Ministry had proposed reinstating the money. That is why I said I would like guidance from the Budget and Appropriations Committee.

that they are safe now. I am very sure whatever we will not have covered within the Supplementary Estimates III, we will be able to reallocate money as we move into the new financial year. Hon. Temporary Deputy Speaker. I support. About withdrawal syndromes, I have no idea. Thank you.
