  • 27 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I have been here. For the benefit of Members, I only went out to take tea and came back. As the Chair, I thank my Committee for the commitment and the trips we made to Mathari National Teaching and Referral Hospital, the Kenyatta National Hospital, the National Spinal Injury Hospital and the Moi Teaching and Referral Hospital in Eldoret. The reason why my Vice-Chair moved this Report yesterday is because I can see Members are interested in moving and contributing to this Report. We might be working in futility. There are major recommendations that ... view
  • 27 Jun 2019 in National Assembly: KNH, the National Spinal Injury Hospital, and even to a new facility in Korogocho that is 80 per cent complete and only requires Kshs500 million to complete. We could have managed to move patients from Mathari Hospital to that facility or those from the National Spinal Injury Hospital to that facility. Land is also a critical issue. When we went to the Committee of Supply to beg the Budget and Appropriations Committee to consider it, it was again ignored. I know the House is very passionate. As we debate to adopt this Report, are we doing so in futility? I ... view
  • 25 Jun 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to support the Bill on nuclear energy. It is very timely and important for the Republic of Kenya. I do not support the recommendation of the Member for Molo. I went through to see how other countries handle regulation of nuclear energy. When I looked at Argentina, they have a Nuclear Regulatory Authority which reports directly to the President. It is empowered to regulate and control nuclear activities with regard to radiology and nuclear safety, physical protection and nuclear energy issues. view
  • 25 Jun 2019 in National Assembly: As a country, we need to take the use of nuclear material very seriously. We are already exposed to the use of nuclear energy, especially when we are on treatment and health matters. We already know that we have one facility that has a Positron Emission Tomography (PET) scan machine. So, we expect more machines to come into the Republic of Kenya. The big question is: How safe are Kenyans on the harmful effects of exposure to radiation and handling of the nuclear materials because they might fall into the hands of criminals? We know terrorists can use nuclear energy. ... view
  • 25 Jun 2019 in National Assembly: nation, we know we have our few challenges. So, as we handle this matter, we need to make sure that the processes are well vetted. view
  • 25 Jun 2019 in National Assembly: As we allow foreigners to come and practise in Kenya, we know that there are some who have come to do businesses to the extent of even selling maize. If foreigners come in, are we in control? If they come in to invest in health, are we in control of what they bring in and are we able to monitor them? As a nation, it is important that we take this matter seriously. It is not only a matter of health but also security. I hope the amendments that the Committee will propose during the Committee of the whole House ... view
  • 25 Jun 2019 in National Assembly: Hon. Temporary Deputy Speaker, I support this Bill. I wish the Committee goes out of its way and consults more on this Bill. view
  • 18 Jun 2019 in National Assembly: Thank you, Hon. Speaker. This is with regard to a ruling on what will be discussed in the Committee of Supply. The Chair has already mentioned part of what we had requested as the Departmental Committee on Health and there were two amendments; one from a Member and another from the Committee. The reason he has given for what the Committee requested is not very clear. Therefore, if it will not be discussed I want to request reconsideration of what the Committee had recommended. view
