  • 22 Nov 2012 in National Assembly: Mr. Deputy Speaker, Sir, I was saying there has been need to reform the sector and change the laws for serious reasons. One that I gave yesterday is that the sector is burdened by laws which are no longer useful from the colonial times up to the 1940s. We want to change it to be in conformity with modern times. Furthermore, over the years, many parastatals were formed because at that time, this was the way to drive the economy forward. However, there is now need to rationalize these parastatals because they no longer serve the purposes that they were ... view
  • 22 Nov 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. This Bill is about agriculture. The Bill on livestock is agreed by the Committee and ourselves and is going to come and we shall speak to it when it is here. I do not think this is the time to speak about livestock. We are speaking about agriculture. We have conceded the ground on that and we ask that we be given the chance to complete this Bill. view
  • 22 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I just want to assure the Members, especially on the points raised on food security, that we have food security in the Sessional Paper. That is where funding is allocated. We are very much aware of that. As of now, there is a Ministry responsible for northern Kenya. In any case, the whole point of this Bill - I want to respond to hon. Odhiambo-Mabona’s concerns - is to locate offices in all the counties to take care of all things. With those few remarks, I beg to move. view
  • 21 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that The Agriculture, Livestock, Fisheries and Food Authority Bill, Bill No.61 of 2012 be now read a Second Time. Mr. Temporary Deputy Speaker, Sir, we have arrived at this juncture after these Bills have been considered for nine years. In the last two years, we have intensified the consultations. In these consultations were the Ministries of Agriculture, the Attorney- General, Kenya Law Commission and the Constitutional Implementation Commission. It therefore, makes absolutely no sense to have some of the circulars that are going around the House alleging unconstitutionality. We took care ... view
  • 21 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I understood him from the beginning. There has been vehement opposition to aligning and the accusations that perhaps people are seeking wider, larger areas to administer. I am happy to exit from the Cabinet when we go to elections and be a Backbencher, if I am lucky to be elected. This was simply to streamline, but since the Ministry responsible for view
  • 21 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have the fauna and flora. We want to align the laws governing the flora with the Constitution. It is my understanding that the Ministry of Livestock will have the opportunity to align the section that deals with livestock with the Constitution. I think they have the capability to do so. So, may I beg the House again, recognizing the fact that the Bill is the property of the House and the House can choose what to do with it--- I still feel that to make progress for us and avoid the angst that has ... view
  • 21 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have our justification for this. Many of the current laws in our books are archaic. Let me give you three examples, if I have time. I will do the rest tomorrow. One is that natives, being us, cannot sell eggs after 6.00 p.m. There are many like that. We cannot say, 50 years after Independence, that we do not have this in our rules. view
  • 11 Oct 2012 in National Assembly: Mr. Speaker, Sir, I rise to respond to a request for a Statement from hon. C. Kilonzo who sought to know why the Minister for Agriculture has failed to appoint the CEO for Nyayo Tea Zones Corporation and a few related questions. Mr. Speaker, Sir, the Minister for Agriculture did not fail to appoint an MD for the Nyayo Tea Zones Corporation. This was done. The process was carried through in the normal manner. One MD came to the end of a third term. At the end of the third term, after consultations and advertising, ten people were shortlisted. One ... view

  • 11 Oct 2012 in National Assembly: Mr. Speaker, Sir, I am also at a loss because the Government Printer answers to a Ministry. Absolutely, I have no explanation as to why he would not gazette that. I have had him reminded twice and there are letters written to him to remind him that the Board appointed a Managing Director after the due process. Therefore, it should be gazette. He says there is a court case, but when we first sent the Gazette Notice, there was no such case. I cannot say that this is the Grand Coalition problem because nobody has addressed me on that. However, ... view
