What is transpiring in the country right now is that State corporations and Government organisations are single-sourcing goods and services. Could the Assistant Minister lay on the Table, the single-sourcing incidences done in the past three years? Could he also lay on the Table, the names of the companies and tenders awarded to them so that hon. Members, and the country at large, can see that the country is operating in a transparent manner? view
  • 6 Apr 2006 in National Assembly: Mr. Speaker, Sir, what this Government is doing with State corporations is that they are instructing their managing directors through three senior civil servants, namely, the Head of the Civil Service and Secretary to the Cabinet, the Permanent Secretary, Ministry of Finance, and the Director of Procurement, to single-source items and give business to their friends. An example is the shares that were sold recently by the National Social Security Fund (NSSF) which belonged to the Kenya Power and Lighting Company (KPLC). No procurement procedures were used. Yesterday, the Speaker thanked the House for having conducted its business in an orderly manner and for operating within the law. Yesterday, a Cabinet Minister said, and he was referring to hon.
