It is said that they over-borrow because they want to enjoy the privilege of having development now for other people to pay in the future. Macro-economy and fiscal discipline is lacking. We cannot purport to present such a huge Budget while we militarize our economy and the enterprises that are supposed to generate revenue for KRA to collect.
