Something else that is very key is that those young, even beyond learning, need to be fed. It is said that a hungry man is an angry man. Some of those young ones come from families that can barely afford one meal. For us to have standards in those learning institutions, the Government should relook at standardising education beyond books. It should include meals, and especially lunch, that is taken by those young ones. It used to be there during our time. We used to eat porridge. As I said before, the mandate of the ECDE is not purely about ...

Lastly, we have a very good model especially through the TSC, but the problem we have in the health sector is duplicated in our ECDEs. The nurses and doctors in our health sector, for example, in the County of Nairobi, will resign to go and work in a different county. They have to seek fresh employment in the other counties. Those people go to the same colleges. The kind of work they do is the same, especially after standardising the curriculum. Going forward, we need to enrich our ECDE by having an equivalent of the TSC that will address the ...

Thank you very much Hon. Temporary Deputy Speaker for giving me the chance. I am sure you have been following what has been happening. Even before I support this Bill, it is good for me to take this opportunity to thank the people of Kiharu and the people of Murang’a and the entire population of Kenya for standing with us against the brutality of some individuals serving in our Government. I believe the trajectory we are putting our country on is a very slippery path. I thank our Director of Public Prosecutions (DPP) and courts for standing up and safeguarding ...

I am now going to the issue. I stand to support this Bill. As you know, there was a great stalemate in this Republic of Kenya just recently. Actually, we are in the same stalemate, especially due to how it is being broadcast out there, namely, as a fight between the National Assembly and the Senate. As you know, when one is vying for a political seat, you definitely go through the responsibilities.

Thank you, Hon. Temporary Deputy Speaker. I thank Hon. T. J. Kajwang’. Among the many pieces of advice that he gives me is, of course, how to throw stones. I take some and, of course, I decline to take others. Even as we talk about the stalemate and especially the Bill before this House, we have to pinpoint some of the weaknesses we have, especially in this dispensation of devolution. I sit in the Public Accounts Committee (PAC) and we are privy to a lot of things that happen in various The electronic version of the Official Hansard Report is ...

departments of our Government. It is alarming that even as we audit the Government in the PAC, there is a huge budget that we allocate to some of the functions that we call devolved. There is no way you can tell the people of Kenya that, for example, health is a devolved function and it is the role of county governments to offer these services whereas we leave a lot of the health budget to the national Government. If you look at a function like agriculture which is claimed to be with county governments, many questions that are asked by ...

Thank you, Hon. Temporary Deputy Speaker for the chance to contribute. I rise to support the annulment of these unconstitutional regulations. I urge the National Treasury that before it thinks of collapsing these Funds to look at the many other financing gaps in our country. If you are interested in the Biashara Fund, do not touch the Women Enterprise Development Fund, the Youth Enterprise Development Fund and the Uwezo Fund because they were created for a specific purpose. I urge them to start their Biashara Fund by first identifying the gaps, and one of the gaps is men. They should ...

Biashara Fund alongside the other existing Funds. They should also pinpoint the gaps like it was done in Israel, for example, on equity fund because there is low penetration of the private equity fund in our country, seed fund and venture capital. They should target that, run it efficiently and then we can entertain the thought of merging the other Funds. I do not want to belabour the point about public participation, but of course, I urge the Cabinet Secretary, the National Treasury, and his officers to know that there is a Constitution in this country and people must always ...

Hon. Temporary Deputy Speaker, I beg to move that the Anti-Corruption and Economics Crimes (Amendment) Bill, (National Assembly Bill No.6 of 2019) be now read a Second Time.

I introduce the Bill as an amendment to our Anti-Corruption and Economics Crimes Act. I propose to amend Section 48. Currently, in our laws on the fight against corruption, there is a threshold of the penalty in terms of fine and imprisonment. My Bill seeks to increase the penalties. Currently in the Act, the prescribed penalty is that a person convicted of an anti- corruption and economic crime offence is liable to a fine not exceeding Kshs1 million or imprisonment for a term not exceeding 10 years. My Bill seeks to increase the penalty. Instead of a fine not exceeding ...
