  • 16 Oct 2018 in National Assembly: Murang’a and they can be able to trace the history of that land like the first owner up to the current owner. That will eliminate a lot of conmanship that is now bedevilling our land sector and actually give a lot of warmth to the investors who would want to invest in this country, but are not sure about our land transactions and how we deal with land. Hon. Speaker, allow me to be a little off the topic to comment about something else. This is about malapportionment especially when we come to dividing land in terms of political jurisdictions ... view
  • 9 Oct 2018 in National Assembly: Thank you, Hon. Speaker. I share your concerns. Currently, we may engage in an exercise of parading ignorance. We are talking about a report that is very scanty and a report that we cannot see. The Pan-African Parliament is purely a matter of legislative agenda in so far as Africa is concerned. I have also engaged in a smaller micro-perspective when it comes to East Africa. Even as we talk about the problems in Africa, it is very important for us to note as Members of Parliament and as Africans that Africa was created at the same time as Europe ... view
  • 4 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance. I rise to support the Report by the Chair of the Committee. I belong to a committee that shares so much with the Ministry of Foreign Affairs. I am in the Committee on Regional Integration and basically, we do more or less the same thing. We have seen, first-hand information, some of the issues that were raised by the Chairman and even the Seconder of the Report. However infamous and unpopular the person was, what Idd Amin Dada did to the Republic of Uganda was to make sure that ... view
  • 4 Oct 2018 in National Assembly: We can come here and enumerate the problems and the challenges but we need to go back to the drawing board and ask ourselves why we actually have these missions and embassies. Foreign policy currently across the globe is very important. That is the reason, for example in the United States of America (USA), of all the other secretaries who serve in different departments; the Secretary of State is the most important. Currently, we have Mike Pompeo. We have had so many other notable figures. This shows the importance of foreign policy in so far as driving the agenda of ... view
  • 3 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I beg to support. As you know, urbanisation across the world has been seen to bring about economic development because it brings about consolidation of resources, factors of production and, especially labour. Therefore, we have to support any legislation that comes into putting order into urbanisation and do our part to make it the best even as we strive to have better urban areas, towns and cities. Also, urbanisation brings about ease when it comes to service delivery because the density of people consolidated in one place brings about a lot of ease when ... view
  • 3 Oct 2018 in National Assembly: Fund. Even as we debate this Bill, I hope it is not one of the many that we debate; pass and then we take it to shelves to gather dust. I say so because there is a bit of correlation between this Bill and something else that is called County Development Committee that was supposed to bring about all elected leaders in our counties in so far as development in our counties is concerned. Also talking about that fund, I have seen a lot of work being allocated to that fund as a body. One of it is the issue ... view

  • 3 Oct 2018 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move the following Motion: THAT, this House notes the Report of the Select Committee on Regional Integration on the East African Legislative Assembly (EALA) Plenary Sessions held on 13th to 16th March 2018 and 17th to 25th April 2018 in Arusha and Dodoma, Tanzania, respectively, laid on the Table of the House on Thursday, 14th June 2018. The EALA sittings focused on engagements between the Council of Ministers and the Assembly, especially on annual reports published by the Council that required to be tabled in the Assembly. Such reports include the Common Foreign ... view
  • 3 Oct 2018 in National Assembly: The Committee notes that the implementation of commitments by EAC partner States is slow thus slowing down the implementation process and that there is a general low-level awareness among citizens and institutions of partner states with regard to the integration process. In view of this, the Committee recommends that the Council of Ministers should, in consultation with respective partner state assemblies, develop an enforcement mechanism for the implementation of the commitments agreed by the partner states. Delays in remitting country contributions meant for the financing of East African Community operations and capacity building for critical institutions is likely to frustrate ... view
