  • 30 Mar 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise on Standing Order 95. We have listened to Members contributing and we are now repeating ourselves. Therefore, I request that the mover be called upon to reply. view
  • 30 Mar 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chair. Going through the composition of the board, you notice that other than the Government officers, the other four remaining are actually drawn from one sector. The services that are being offered especially this being a Government entity should also include the real clients who are the normal citizens of Kenya. Now this looks like a club because every other person in the board is from strictly one field. Therefore, this would have been opened up even for normal people because those are the actual clients of the medical sector. view
  • 3 Feb 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me this opportunity. I rise to support the Committee. The status quo is that the Women Enterprise Fund, the Uwezo Fund and the Youth Enterprise Development Fund operate independently. If you look at the three singularly, the Women Enterprise Fund is the most efficient. I think amalgamating the three will be infiltrating inefficiencies into the Funds that are already efficient. The issue of the operation costs is neither here nor there because that is a secondary matter. The primary matter in so far as the three Funds are concerned is ... view
  • 2 Feb 2022 in National Assembly: Thank you very much, Hon. Speaker. I listened to Hon. Mose very clearly. I have a slightly different view. When we talk about the Expressway, the concern is about the height and location of Parliament. I agree with the sentiments of the Member in so far as the House is concerned. We host many high-level delegates and in terms of the pecking order of this country... This is the House that makes laws concerning the entire security of the nation. view
  • 2 Feb 2022 in National Assembly: I believe that the genesis of the security of Kenya is neither about building perimeter walls nor isolationism. It is about having the security within the country. For example, the kind of screening that we go through in malls in Kenya may not necessarily happen in other countries. This is because they first make sure that their security is present within their borders. Therefore, I do not believe security can be guaranteed by being an isolationist. It is by making sure that our country is safe within our borders. When Kenya and every Kenyan is safe, we may never mind ... view

  • 2 Feb 2022 in National Assembly: Hon. Speaker, I am concluding. I do not think that there is any security threat by having the Nairobi Expressway here even with its elevated stature because our concern should be…. view
  • 2 Feb 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for this opportunity. I rise to support the Bill. Across all our constituencies, I am sure we know the role that community health workers play in our societies, especially in the communities where we live. Most of them offer free services to the people of Kenya. Hon. Temporary Deputy Speaker, if you look at the oldest nations of the world in terms of the median age of the populations, there is a correlation between community health and the longevity of the people. If you look at countries like Japan and Cuba, you ... view
  • 2 Feb 2022 in National Assembly: which people depend on others (dependability levels). Looking at a country like Kenya, we have many people, especially our parents and grandparents, who now rely on the people who are able to work. Some of these people are immobilised because of ill-health, which can be arrested by having community health services at the villages and at lower levels. In countries like the ones I have mentioned, you will find people in different professions. For example, you will find a 90- year-old practicing as a lawyer or in various other professions. These people depend on themselves even in old age. This ... view
  • 5 Jan 2022 in National Assembly: Hon. Temporary Deputy Chairman, without elaborating much because I am sure we have had time to read the proposed amendments, I beg to move: THAT, Clause 12 of the Bill be amended in paragraph (a) by deleting subparagraph (i). I suppose all Members have read and are abreast with what I am trying to do on this amendment. view
