  • 16 Jun 2022 in Senate: I defer Division to another time. view
  • 15 Jun 2022 in Senate: Madam Deputy Speaker, I thank you, for giving me this opportunity to give my views on this matter of petroleum increases in petroleum prices in our country by Kshs9. I can only describe this situation as very pathetic and sad because Kenyans are distressed about the cost of living in our country. view
  • 15 Jun 2022 in Senate: Fuel increase has many facets of increasing household expenses as purchases in the house go up. The transportation sector will also go up. The energy and petroleum sector for lighting our homes will also go up. The most important aspect of it is going to directly affect the agricultural sector because of importation and transportation of raw materials for manufacture of feeds and other things. view
  • 15 Jun 2022 in Senate: Madam Deputy Speaker, you are also an entrepreneur in this area and it is going be extremely affected. Once this happens without a corresponding subsidy to the farmers, it is going to be a chaotic situation. Those of us in this Senate cannot accept or approve further increases on petroleum products which directly affect the common mwananchi, and by extension, the economy and the manufacturers as well. Considering this has a cascading effect where you find that the prices are going up every other day. I thank Sen. Olekina for bringing up this Motion. I urge the Government, particularly the ... view
  • 11 May 2022 in Senate: Thank you Mr. Speaker, Sir, for giving me the opportunity also add my voice on this rather very important subject of the CARA which is a subject of debate this afternoon. One of the most important things is that this Senate as a whole and through the Committees, we have successfully fought for the allocation of funds from the national Government to county governments at a respectable rate and position. We have taken positions that have sometimes put us at loggerheads with the Executive and others but at the end of it all, county governments have been beneficiaries of huge ... view
  • 11 May 2022 in Senate: I remember we were haggling over allocation of Kshs310 billion in the Division of Revenue Bill. We had a heated debate and it was raised to Kshs370 billion finally, notwithstanding conditional grants that are not included in the overall revenue shared between the national and county governments. view
  • 11 May 2022 in Senate: One of the most interesting and intricate ways is that the Committee on Finance and Budget has analysed and allocated funds by basing the equitable share among the 47 county governments using the formula that was approved by Parliament in September, 2020. It is arrived at by using one-half of the equitable share allocated to counties in Financial Year 2019/2020. view
  • 11 May 2022 in Senate: It is very intricate because it is from one year and goes back again to the other year. I believe they were looking for the most suitable way of balancing it out. Therefore, the balance of Kshs211 billion out of Kshs370 billion, after having netted out Kshs158,000,025,000 to be equitably shared among all the counties equally, they have view
  • 11 May 2022 in Senate: The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 11 May 2022 in Senate: netted out Kshs211,000,075,000. For the population, it is 18 per cent, health is 17 per cent and agriculture is 10 per cent. I will pause there. view
