  • 30 Sep 2015 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the Political Parties (Amendment) Bill, Senate Bill No. 3 of 2014 be now read a Second Time. view
  • 30 Sep 2015 in National Assembly: Hon. Temporary Deputy Speaker, this is a Bill that is meant to amend the Political Parties Act in Section 25 of the Act of 2011 by deleting sub-sections (1) and (2) and substituting therefor the following new subsections- “(1) The Fund shall be distributed as follows- (a) seventy per cent of the Fund proportionately by reference to the total number of votes secured by each political party in the preceding general elections; (b) twenty five per cent of the Fund equally among political parties which are entitled to receive funding under sub-section (2); and (c) five per cent for the ... view
  • 30 Sep 2015 in National Assembly: that a money Bill can only be originated from the National Assembly. The distribution of funds to various political parties, and conferring a benefit to a political party that was not intended in the original Bill is in itself a money Bill, as you are seeking to confer a benefit on parties that were not intended. Therefore, this Bill is a money Bill and it offends Article 114(3) of the Constitution which requires that a money Bill must originate from the National Assembly. When the Committee was considering this Bill, it felt that it is in contravention of the Constitution, ... view

  • 29 Sep 2015 in National Assembly: Hon. Speaker, I rise to second the Statute Law (Miscellaneous Amendments) (No.2) Bill (National Assembly Bill No. 33 of 2013). In particular, as concerns the question of devolution of Level 5 hospitals, the National Assembly proposed that this should be done in a gradual manner as indicated by the Leader of the Majority Party. The bone of contention by the Senate is that this originated from the National Assembly. They ... view
  • 29 Sep 2015 in National Assembly: I wish to thank the Leader of the Majority for pointing out the various issues. I, therefore second because these are fairly straightforward matters that we need to deal with. The other issue on the Agriculture, Fisheries and Food Authority is already contained in the Order Paper as No.9 today. We agree with the Senate that this be deleted. view
  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended in clause 2 by deleting the words “section 845” appearing immediately after the words “Companies Act, 2015—” and substituting therefor the words “section 844”. view
  • 27 Aug 2015 in National Assembly: This is just cleaning as a consequence of passing the Companies Bill; we made some amendments and the sections changed. view
  • 27 Aug 2015 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended in clause 22 in the proposed section 55(a) of the Societies Act by deleting the words “Part 16 of the First Schedule to” appearing immediately after the words “commencement of”. view
  • 27 Aug 2015 in National Assembly: This is to remove unnecessary words that are contained in this Bill. The Bill itself does not contain parts of schedules; so the words as contained in that Bill are unnecessary; we are just cleaning it up. view
