If you are a guardian of that child you could be possibly a relative or a neighbour. Therefore, you do not need to repeat some of those words continuously. What we are deleting is: “---the head of the unit at the lowest point of decentralization.” That does not make sense. We tried making sense out of that but we could not manage.
