Hon. Deputy Speaker, as you are aware, many women are not in this House because of the money element. The Independent Electoral and Boundaries Commission (IEBC) will be required to put the maximum amount of money that can be spent by a candidate or political party in any one election.

The sentiments expressed by hon. Sakaja who is the Chair of TNA are well founded. The only thing is that we sent out memoranda and we expected them to participate. I remember that as a Committee, we requested the Clerk to send a letter to the Centre for Multiparty Democracy (CMD) which brings together all the political parties but it is unfortunate that we never received any comments from that organization. We are grateful to SUNY for sponsoring about two meetings in a number of hotels in which a number of Members participated in coming up with this Bill. We would also like to thank the IEBC which provided very important input. We thank the secretarial services in assisting us draft the necessary amendments that we think are important in making this Bill operational and in a way that will assist political parties and all those candidates who are seeking to run for office, who are not endowed with money as any of us here.

Wesley Korir has just come back from the United States (US) where he participated in a marathon and he was number nine.

Inspector-General (IG) of Police with regard to the breach of Article 245 of the Constitution. It is annexed to the report. We also received a letter of an exchange between the former Chief Registrar of the Judiciary and the Cabinet Secretary in charge of the National Treasury. We also received an extract of resolution of the Finance Committee of the JSC, of a meeting held on 20th September. Speaker, we also received a resolution duly signed by the Chair, JSC in charge of the Finance and Administration Committee that was extracted on 26th September, 2013 that was supposed to be taken to the Anti-Banking Fraud Unit and it reads as follows: “Committee Resolution: The Committee deliberated on the matter and having considered the management report resolved that the judicial staff being held in police custody in relation to the fraud should not be charged in court until investigations being undertaken are complete and the JSC is fully briefed.” Hon.
