  • 3 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. Of course, hon. Mbadi knows that I am a very competent lawyer. When I quote, I am authoritative on this matter. On matters of accounts, I respect him. He should equally respect me on matters of law. I am authoritative on this matter. I am quoting primary evidence and if hon. Mbadi wishes to consult with me, he is my good friend, I could avail this documentation to him and I am sure he will be satisfied. We will respond in the next two weeks. This is a very serious matter and so we undertake--- view
  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker there is a lot of chorus here. Two weeks is quite sufficient. view
  • 3 Oct 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker, Sir. I beg your indulgence. I have been trying to rise on a point of order pursuant to Standing Order No.83 as read together with Standing Order No.90. The report that has just been approved this evening is a report of a Committee and not a report of the Chair. Of course, I am an ICT person and if you look at the bloggers that blog in the internet, they make all sorts of accusations against the Chair. Many of those who have been contributing in opposition to this report have ... view
  • 2 Oct 2013 in National Assembly: Thank you hon. Temporary Deputy Speaker. First and foremost, I would like to congratulate and thank hon. (Ms.) Muhia for bringing this very appropriate amendment. You know the House cannot discuss things in vain. The House cannot “urge”, It “resolves”. That is the most appropriate language that the Government listens to. This House is involved in serious business and we must be seen to be involved in serious business. I rise to second this amendment which brings clarity. I know many people will wonder why hon. (Ms.) Muhia is seeking a price increase of Kshs45 instead of leaving it open. ... view
  • 2 Oct 2013 in National Assembly: needs to review those prices from time to time. I am reading a book written by John Maxwell and it is entitled: “Today Matters.” The author says that we may not be certain of things, but we need to be clear on what we are seeking to do. I think hon. (Ms.) Muhia intends to bring clarity to this debate by stating in no uncertain terms and in very unequivocal language that the prices should be increased from what the farmers are selling to middlemen, including those who are seeking to buy milk from farmers at Kshs18 and some at ... view
  • 25 Sep 2013 in National Assembly: On a point of order hon. Speaker, Sir. Is it in order for hon. John Mbadi, to hold us to ransom over arguments that he ably presented to his The electronic version of the Official Hansard Report is for information purposesonly. • 25 Sep 2013 in National Assembly: Committee, including attacking his own Chair of the Committee? That is discourteous. Secondly, is it in order, again, for hon. Mbadi, to prosecute his application in the manner he is doing, a very wild manner, instead of doing so in a courteous way? Will you rule that he is out of order for not extending courtesy to his own Chairman? Thank you, hon. Speaker, Sir. view
  • 6 Aug 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I appreciate the sentiments raised by hon. Simba Arati. He has at least raised a very important point today. view
  • 6 Aug 2013 in National Assembly: Having said that, I would like to support the amendment by hon. Priscilla Nyokabi, particularly the one in Clause 59B. We know that members of staff of the KRA have, for a long time, avoided or evaded responsibility when they were expected to do their work in accordance with their terms of employment. At least the amendment now seeks to make it criminal for them to refuse to report matters which they see are obviously against the law. I also support the amendment in respect of the proposed Clause 59C(1). view
  • 6 Aug 2013 in National Assembly: With regard to the proposed amendment to Clause 59C(2), I have a little bit of difficulty supporting it. This is a sweeping amendment requiring employees of limited liability companies to bear the brunt of liability for actions of the directors of the companies. I would have been happy if this was left at the point of director and secretary, but not general manager and others. In respect of the employees of limited liability The electronic version of the Official Hansard Report is for information purposesonly.
