I am told this is a cold area and people are not seen here. I want to support the proposed amendment by the Chairman of the Committee. It clarifies the law by ensuring that the person who is aggrieved is given the right to apply to court.

Hon. Temporary Deputy Speaker, I beg to move that the Judiciary Fund Bill (National Assembly Bill No. 3 of 2016) be now read the Third Time. This is a fairly straight forward Bill. It will enable the Judiciary to receive funds from the National Treasury and budget in a manner that will assist them to complete projects which they have commenced. The monies that they are given by the National Treasury are always returned on 30th June every year because they do not have a fund. The Judiciary Fund will enable them to retain monies that are sent to them.

Thank you, Hon. Temporary Deputy Chairlady. I support the amendment by the Chairman of the Committee. I am also a legal professional but that profession is not mentioned here. There is no position for an advocate. If we mention the proposal by Hon. Gumbo, who is my very good friend, we will not include other professions. He offered me very good services when I was constructing my first house. He did a very good job. The house does not have a problem; it is not leaking.

The word “consultancy” has a wide meaning. It encompasses all professions, be they lawyers, engineers, economists or veterinary doctors, as the Leader of the Majority has mentioned.

I thank you, Hon. Speaker. I was walking in so that I can support her in this Petition and the upcoming matters. Indeed, the Petition came to us and while we were still considering it, a letter came from her saying that they were in the process of using the traditional courts, which of course, are not legislated, in a bid to resolve this problem. Therefore, we were waiting to hear how far they have gone. If they have not resolved the problem, we are willing to take it up from there. Thank you.

Hon. Temporary Deputy Chairlady, there are very many people who did not transit to secondary school after completing Standard Eight. It is very important that they be allowed to have some gainful employment. The only issue I have is on Clause 23(ba), which is unclear. It provides “holds, at least, a primary school certificate”. There are people who hold several primary school certificates. The High Court turned down a Bill passed by the 10th Parliament because it was not clear. It is important in the sense that it will ensure that we do not have copycats or look- alikes in the name of the Administration Police (AP), so that we can identify our police officers. We do not want people to dress like policemen without guns. Sometimes, some policemen walk around without guns. We do not want to have security guards who look like policemen, arresting people when they cross the road to Uhuru Park.
