Section XI of the Political Parties Act clearly provides for mergers. However, it does not provide for the process of mergers. So, mergers are anticipated in the principle Political Parties Act as it exists. So, there is nothing that we are doing here that is not in the principle Act. The principal Act lacks procedure just like the Referendum Law. This is one of the things over which we need to close some gaps.
