It says:- “(2) The State shall- (c) promote the intellectual property rights of the people of Kenya.” It is not “conserve”. I am not saying things that we have not considered. Temporary Deputy Chairman, I beg to move:- THAT, Clause 10 of the Bill be amended in sub-clause (3) by deleting the words “which shall provide for such matters as the Cabinet Secretary may prescribe” and substituting therefor the words “prescribing the procedures for the authorization of the exploitation of their traditional knowledge”. This is legal. It is a requirement that, if you prescribe procedures that are in the same category as regulations, they must be brought to this House to ensure that they are in consonance with the main Act. view
