  • 14 Nov 2019 in Senate: Mr. Speaker, Sir, just in support, I would like to let you know that I have been the Chairman of KCAA and I know that it is a complex issue. There are two committees of interest regarding this matter; maybe one Committee will be Committee on Information and Technology. However, the other Committee is the Committee on Delegated Legislation because all regulations must come to the Committee on Delegated Legislation. If they have not been to the House then the regulations will not function. That is one thing that needs to be told to the KCAA that regulations have to ... view
  • 14 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir. May I inform the House that if you google, you will realise that there are many near misses that drones almost hit aircrafts. This is all over the world. So, I do not think we should be told that they do not cause any danger. I just want to help the young Senator to understand that this is a very serious matter. Drones are not the ones for photography only, drones get bigger, and they can fly and get completely lost. You can lose control of a drone completely and it can go anywhere. It ... view
  • 7 Nov 2019 in Senate: Thank you, Madam Temporary Speaker. I join my colleagues in supporting the Statement by Sen. Cherargei. In a crisis, when the situation is bad, it is better to say things as they are. If there is a fire in the house, you do not start saying, “Excuse me, please, may you leave the room if you want to.” You only say “fire,” and people know how to run. When we are in a crisis, let us face it as a crisis. I hope that what we did, by allowing the Government to borrow, may help alleviate some of these situations. ... view
  • 7 Nov 2019 in Senate: House; the other arms of Government do not get to come to the House. We must, therefore, play our role, as the Chair here has decided to do. Madam Temporary Speaker, there are certain parts of the country where we need to have much more done by the Judiciary. There are a number of people who have never been to a courtroom, and they do not know anything about our laws. There are people in this country who, when they go to court, they do not know what to do. I can quote from my own county of West Pokot. ... view
  • 6 Nov 2019 in Senate: Thank you, Mr. Speaker, Sir. I want to join you, the Senator for Vihiga County and Sen. Omanga in welcoming members of Public Accounts and Investments Committee from Vihiga County Assembly. Those of us who have had an opportunity to visit Vihiga have seen they are working to be a model on how to run their committees. I want to thank them for coming to benchmark with us. They are always welcome and need to do this more, so that they do their oversight role effectively. I urge them to ensure resources in their county are prudently managed for the ... view
