Thank you, Mr. Speaker, Sir. Let me join you in welcoming the two parties in the Speaker’s Gallery. I happen to be the Chair of the Committee on Delegated Legislation, and I spent time with my colleagues from Migori County this morning. I would like them to feel welcome and feel at home. We believe in the passage that says “as iron sharpens iron, so man sharpens another.” Thus, we have shaped each The electronic version of the Senate Hansard Report is for information purposesonly. I sit in the Executive Committee of the Forum of Parliaments of the ICGLR and those who you have introduced are my colleagues. They belong to a bureau, and I want to congratulate them. I have had an occasion to be with them in one of the meetings and Kenya is a great pillar in that organization as it has been said by my senior colleague there, Sen. ...

Thank you, Mr. Speaker, Sir. Allow me to welcome the Senate Majority Leader back to the House. He should know that he was treated as a VIP because he has an insurance cover; he is the Senate Majority Leader and a Senator. Normally, ordinary people do not get such kind of treatment. If the ID cards were allowed to be used, we would not need the passport. We would just use our ordinary IDs to travel. We make it so difficult and make it look like you have to wake up very early in the morning and line up for many days to get the passport. The same applies even for people who are in Nairobi, let alone people who have come from ...

Mr. Speaker, Sir, the Statement will still be considered by committees, so, I do not think answering it now will be very helpful. I just wanted to say that we should demystify the passport and make it a very ordinary document that every citizen can have at their convenience. It is possible to do that at the counties. We just want as many people as possible to have a passport because it is a right under the Constitution. Thank you, Mr. Speaker, Sir.

Thank you, Mr. Deputy Speaker, Sir. Under normal circumstances, when a Motion is moved by the Senate Majority and Minority leaders, it ties a person to support it on the account of the Movers.

Mr. Deputy Speaker, Sir, he is looking at me with four eyes. I wish to raise a few concerns about this Motion. One of the concerns is that the membership of the proposed Committee is ideally the Committee on Health. Mr. Deputy Speaker Sir, if more than 60 per cent of the membership is from the Committee on Health, we have a lot of explaining to do when it comes to passing it as an
