If this Ministry is not capable of handling this matter, I think it should hand it over to the Ministry of Foreign Affairs so that it can be dealt with comprehensively. Why is he having consultations with our own Ministry of Provincial Administration and Internal Security? The livestock is in Uganda. The people are being killed by Ugandans.
