Hon. Members, I think Question Time is supposed to help us get information. I think, Mr. Assistant Minister, when Members have asked Questions, they would like their answers to be satisfactory. The Member is asking, for example, why it is taking four years to establish a fund for the disabled, while it is easy to establish a fund elsewhere!
