Well, you know there is one person we have not heard from, and that is the Minister for East African Community. As I sit here, I struggle with the same issues, whether this is properly before the House or not. But I would like to hear the arguments.

Mr. Muite, I think you are right to some extent. I do not think that is the same sense I get that Dr. Kituyi was trying to raise. The idea is that there is a term that should be amended. We cannot go back. The Motion has been moved, seconded and proposed. It is properly before the House in that sense. Dr. Kituyi is arguing as to what the Motion is asking this House to do.
