  • 9 May 2007 in National Assembly: Really, I think Mr. Bifwoli would be right in asking that. Moving around with animals does not cut it. view
  • 9 May 2007 in National Assembly: I think they are satisfied! view
  • 9 May 2007 in National Assembly: It is now time to call upon the Mover to reply. But I will give Mr. Weya just two minutes. view
  • 2 May 2007 in National Assembly: Order, Members! Please, consult in low tones! view
  • 2 May 2007 in National Assembly: Order, hon. Members! It is very clear that the hon. Member who is contributing is beginning to raise his voice in order to be heard! It is important that we listen to him! Those of you who want to consult, if you cannot consult in low tones, you are free to make your way out of this Chamber! Please, withdraw quietly and discuss your issues somewhere else. We are here to listen and the hon. Member has a right of protection! Dr. Khalwale, please, proceed! view
  • 2 May 2007 in National Assembly: Order, Members! There are some consultations at the back that are interfering with the contribution of the hon. Member! Proceed! view
  • 2 May 2007 in National Assembly: Is there time to debate that amendment and pass it? view
  • 2 May 2007 in National Assembly: There is no amendment yet. We need to propose the Question first. Mr. Minister, did you move the amendment? view
  • 2 May 2007 in National Assembly: Appropriately as Mr. Owino has asked, before I can even propose the Question, one of the things that you cannot do with a Motion is to negate the spirit of the Motion through an amendment. You cannot reverse or make it lose what it asks to do. I agree with Mr. Owino that in asking that the fees be waived the amendment is reversing or negating the spirit of the Motion. Therefore, I cannot allow the amendment to proceed. view
  • 2 May 2007 in National Assembly: That has been ruled on. Mr. Minister, just in case you did not see it the way I see it, the Motion urges this House to waive all fees and charges payable. That means no fees are to be paid at all. The amendment says you pay afterwards and that amounts to payment of fees. That is where the conflict is coming in. You still have time to proceed with the Motion as it is. view
