  • 31 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I rise, pursuant to Standing Order No. 53(1), to seek a Statement for the Standing Committee on Health regarding the medical interns who have not received their remunerations since being posted in August, 2024. This situation has left young health professionals in a state of financial and emotional turmoil. In the Statement the Committee should- (1) Explain the root cause of the prevailing stalemate between the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) and the Government concerning remunerations of medical interns, outlining any efforts by the parties to promptly resolve this stalemate. (2) State ... view
  • 30 Oct 2024 in Senate: Mr Deputy Speaker, Sir, I want to thank you very much for this opportunity that you have given to me. I also thank you for coming up with this important Bill, which tries to give powers to counties, more so the county assemblies. This is how we really need to empower devolution. I want to thank you so much. On the onset, I support this Bill because it brings very important aspects, particularly in the county assembly where they have been dominated by the executive in the counties. The county assemblies have almost everything. They have autonomy; they have fully-fledged ... view
  • 30 Oct 2024 in Senate: County assemblies have the link of Integrated Financial Management Information System (IFMIS) and I believe they are also connected to Integrated Payroll and Personnel Database (IPPD). This means that if this Bill is approved by this Senate and therefore, ratified by the National Assembly, we will see a very competent county assembly that has an autonomy to work without any pressure of the executive. The Auditor-General will also have a chance to audit county assemblies on what they have done and the Controller of Budget (CoB) will transfer funds to the right account. As the Senate, we will be sure ... view
  • 17 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. My question goes to hon. Mutuse. I want him to make a clarification on the issue of Peterson Njomo's affidavit on the Olive Gardens Hotel, on the appointment of Julianne Jahenda as the signatory agent. The letter to the Public Service Commission (PSC) through the Clerk of the National Assembly, in Volume 8(A), page 1, gives a different person by the name Makaa Juliana Jahenda. Why do we have different names here? You need to clarify because it has two different people altogether. The second clarification is on the issue of the award of the ... view
  • 17 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I also want to put my voice to this Motion on the proposal to remove, by impeachment, the Deputy President of the Republic of Kenya, Hon. Rigathi Gachagua. Eleven grounds have been put to this House. I thank the legal counsel of the Deputy President for interrogating the witnesses, more so Hon. Mutuse, being the lead witness and the Mover of the Motion. I am able to see evidence that has been put in place for the 11 grounds in this Motion. Hon. Mutuse was unable to demonstrate issues that have been raised in this ... view
  • 17 Oct 2024 in Senate: Mr. Speaker, Sir, I see impunity in the issue of listing 22 companies. However, there is no evidence to demonstrate that these companies are doing business with Government. It is impunity of a high order to bring 22 companies and you are unable, as a Mover of the Motion, to explain that the 22 companies have received money from the Government institutions, but you put it on the Motion as evidence to impeach the Deputy President. Hon. Speaker, we have seen where the Deputy President is alleged to have conspired with a company, Agrobrick Investment Limited, where the Controller of ... view
  • 17 Oct 2024 in Senate: Mr. Speaker, Sir, you know I have come to your desk. I have a representation of Kajiado people. I have a right to speak in this Assembly. You seem to be biased. view
