Mr. Speaker, Sir, I would like to thank the Assistant Minister for his answer. I would also like to inform him that we do have enough Islamic Religious Education teachers, but the problem is that the teachers are not employed by the Teachers Service Commission (TSC) and almost 95 per cent of them are being paid by the Parents- Teachers Association (PTA). How can he assist the same teachers so that they can be employed by the TSC?

Mr. Speaker, Sir, on part (b), the Assistant Minister said that there are no scholarships for students in the diploma teachers training colleges. He said that the Islamic Religious Education has not been attracting applicants for training as teachers. Is he trying to tell us that if the applicants become more is he going to issue scholarships?

Mr. Temporary Deputy Speaker, Sir, I also concur with the issue of Thursday. Last week it was agreed here that Kenyans who have waiting cards will be allowed to register as voters but will not be able to vote. Up to yesterday, IEBC had not been informed and are turning back all Kenyans who have waiting cards. Could the Assistant Minister respond to that?

Mr. Temporary Deputy Speaker, Sir, mine is an issue relating to passports. We have been told that Kenyans who are above the age of 18 years can only register using either their identity cards (ID) or passports. It is very unfortunate that passports are not being accepted by the voter registration clerks. Many Kenyans posses the Kenyan passport but they are not allowed to register. They have been sent back with their passports because the documents have expired. I believe that the issue of expiry of passport is only relevant when one intends to use it to travel abroad. The ...

asked to ask the Minister for Education:- (a) whether he could provide a list of all special schools and technical training institutions which are caring for the mentally challenged, physically challenged and the deaf/blind in Mombasa County; (b) whether he could consider funding these institutions adequately, in view of the current high school fees, which most parents/guardians cannot afford; and, (c) whether he could also consider posting qualified teachers to the institutions.

Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for listing almost all the schools which I had asked for, but I would like to ask him a question. He has acknowledged that the funding is inadequate. Could he tell the House how he is going to increase this funding as it is really needed in the coming year?
