Mr. Deputy Speaker, Sir, the Assistant Minister has done very well to my Question. However, there is the issue of qualified teachers. I have gone around to some of the schools which he has mentioned and there is a shortage of professional teachers. What measures will he put in place for the coming financial year on the particular item of increasing the number of qualified teachers to these needy students?

Mr. Speaker, Sir, the Assistant Minister says there are 124 public schools and six quality assurance and standard officers in Mombasa County. This is one of the reasons for poor performance by public schools in that country. Could he tell us when the last officer was employed among the six whom he has just mentioned?

Mr. Speaker, Sir, the Assistant Minister is trying to avoid my earlier question. The purpose was to know about the officer we had received last year. Does the Ministry recognize and employ the nursery teachers who are teaching Early Childhood Education (ECD) so that we could have better education standards in Mombasa? They should have a programme which will recognize and employ the nursery teachers in Mombasa County.

Mr. Speaker, Sir, first of all, I would like to send my condolences to the bodyguard of our Minister, hon. Kingi and the other four people who were killed on that day in Mtwapa. I would like to inform the Assistant Minister on the allegation that the MRC members will disrupt the national examinations. This is not true. I sat down with some of the officials on Saturday and they confirmed to me that this is information which is being used to ruin their organization. So, there is no issue of disrupting national examinations for both primary and secondary schools. ...

Mr. Temporary Deputy Speaker, Sir, I rise on a point of order to say that on Wednesday 8th August, 2012, after the Minister for Labour could not satisfactorily answer my Question, the Chair directed that the same issue be referred to the Departmental Committee on Labour and Social Welfare and they should make recommendations and table their report to the House four weeks from 8th August, 2012. Mr. Temporary Deputy Speaker, Sir, today is 25th September, 2012. It is almost seven weeks. The staff of Africa Safari Club are still suffering, and some of them are still dying.

Thank you, Mr. Speaker, Sir. The issue of public schools’ land being grabbed is all over especially at the Coast. Could the Assistant Minister make special consideration for such schools so that they can directly go to the District Lands Officer instead of going through the municipality?
