(1) The Cabinet Secretary shall in accordance with regulations made under coffee. this Act and in consultation with the Board, put in place programmes for the establishment of special economic zones in the coffee sub-sector. view

They should not be allowed to lend to farmers unless it has been approved and minuted in an AGM. They should not lend directly. It should be from an AGM.
