Mr. Speaker, Sir, the hon. Member is asking us to design another road which we have neither planned nor sourced funds for. However, that does not mean that when the time comes we will not design that road as well. At the moment, the road I have mentioned is the one under design.

Mr. Speaker, Sir, it is true that construction of roads stalls if the contractors fail to fulfil their obligations. That does not mean that we do not follow procedures of dealing with the contractors and that, we just pick another one and impose him upon them. Mr. Speaker, Sir, the hon. Member is asking me to put that road under the Roads 2000 Programme. The roads which are under the Roads 2000 Programme are not decided by the Ministry. They are decided by the stakeholders in the district. Therefore, if he wants that particular area to be covered by the Roads 2000 Programme, then let them decide there and send us their recommendations. If we transfer our own officers from the weighbridge, he will not go to the Head office or go and work any where else. He will resign because the illicit money that they get there is several times more than what the payslip shows. So, we cannot deny that corruption at our weighbridges is a very serious problem and we have to deal with this. As I said, more debate will come when the Bill goes to the Third Reading; that is, when the relevant Committee of this House brings more issues for discussion. Mr. Speaker Sir, I beg to reply. (a) I am aware that the sections of the road from Nakuru-Mau Summit (A104), Mau Summit-Kericho-Ahero (B1) and Ahero-Kisumu (A1) are in a state of disrepair. (b) (i) In the short-term, my Ministry has issued Kshs70 million out of the 2006/2007 Fiscal Year's Budget to meet the cost of routine maintenance. Mr. Speaker,. Sir, the hon. Member is talking about the Naivasha-Nakuru- Lanet Road. That is not part of the Northern Corridor Road which goes to Timboroa-Eldoret- Malaba. That is in a different programme and contracts have been awarded. The Mau Summit- Kericho-Kisumu Road is considered a highway. It is not part of the Northern Corridor. Mr. Speaker, Sir, I know that everybody in this House can stand up and talk about roads which are in a poor state. I have repeatedly said in this House that only 46 per cent of our roads in this country are in good condition. This means that 54 per cent of our roads are in poor condition. This is not something that we can handle overnight. Mr. Speaker, Sir, the issue of public/private partnership was covered in the Sessional Paper that I brought to this House. What is remaining is for us to follow the necessary June 12, 2007 PARLIAMENTARY DEBATES 1697 legal stages. Right now, there is a Bill in this House on reforms. Once that has gone through, the next stage will be to get Parliament to agree with the legislation on the public/private sector partnership. This policy should be recognised by Parliament and the country at large. Then we will go ahead. We have already stated that we are ready for it.
