I have stood here, first, to support the Motion of the Minister. I also want to congratulate him. When he took over this Ministry, the amount of responsibility which he was given, part of it had been feared by the previous regime. We should accept that. Everybody feared that we would not manage the Free Primary Education (FPE) Programme, but the Minister has managed it. Some of the people in the Mungiki sect, if you do not know - because Mungiki has been in existence for over ten years - are university graduates. Some of them are high school graduates and got "A" plus. So, let us not pretend that it is lack of education which has created that problem. (a) I am aware that Road C24, Litein-Mogogosiek-Bomet Road is in a poor state and it is problematic to motorists and pedestrians. (b) For the last three financial years from 2004 to 2007, Kshs8.5 million has been allocated for the maintenance of the road. (c) The road will be reconstructed during this Financial Year, namely, of Kshs80 million. Meanwhile, the Ministry has already given Kshs14,560,000 from the Fuel Levy Fund for the initial maintenance of the road, so that when the reconstruction of the road starts, the potholes will have been reduced. view

We have to go through the tender procedures. The contractors will have to quote their figures before we can specify how much the reconstruction of the road will cost.   • 11 Jul 2007 in National Assembly: Mr. Speaker, Sir, first, I want to correct the hon. Member. This road is not 51 kilometres long. It is 41.6 kilometres long. There is not much difference, but it is not right to give the wrong figures to this House. Mr. Speaker, Sir, secondly, my colleague who has asked the question should know where the money went to. The problem is not with the hon. Members who are asking Questions. This road was last done in 1999. The hon. Member should be grateful that we are now paying attention to the road. view
  • 11 Jul 2007 in National Assembly: Mr. Speaker, Sir, money is continuously re-allocated depending on the contracts that we have to tender. For the information of this House, certain projects which are shown in the Printed Estimates may not be started during this financial year. If they are not started, we get authority from the Treasury to re-allocate that money. Once we have stated that we are going to do a road, there is no point of having misgivings. Sabaki-Marafa-Baricho Road, D553, is under the Malindi District Roads Committee and the committee should be requested to give it priority in its programme for tarmacking. The committee continues, for the time being, to maintain the road to remain at motorable standards. view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first, I am not aware of the undertaking by His Excellency the President that this road, which is Class "D", would be tarmacked. I am not aware that he ordered that the road be tarmacked. The Office of the President has not communicated with me about it. Secondly, there are procedures which must be followed. There are Class "C" roads in the country and which deserve tarmacking before you get to Class "D" roads.
