23 Jul 2008 in National Assembly:
I cannot donate time to you! You are not in Government! Madam Temporary Deputy Speaker, I will be very brief. I know I have 20 minutes to respond but I will take shorter time. It is up to the Mover to donate his time, if he so wishes. Madam Temporary Deputy Speaker, let me from the outset congratulate the hon. Jeremiah Kioni, the Member for Ndaragwa for bringing this Motion.

23 Jul 2008 in National Assembly:
Thank you Madam Temporary Deputy Speaker. I rise to support this Motion. The House will have noticed that all the Ministers and Assistant Ministers who have spoken have supported the Motion also. First, the efforts taken by the Government to subdue the illegal groups have been and will be sustained until all suspects face the due legal process. Secondly, the genesis of these unlawful groups is well documented. Therefore, setting up the proposed Parliamentary Select - one hopes - will serve the intended purpose ...

Mr. Speaker, Sir, Vision 2030 relies on three pillars, the social pillar, the economic pillar and the political pillar. If we do not attend to the needs of our youth today, then the pillar that will support the Vision 2030 will be ...

15 Jul 2008 in National Assembly:
Madam Temporary Deputy Speaker, let me talk about my own constituency, Samburu West Constituency. I am rather disappointed that the polytechnic land and equipment for my constituency have been misappropriated by some people. So, the buildings, equipment and the land allocated for the setting up of a polytechnic over ten years ago have now been taken over by some people. I would like the Minister to look into that issue of land and equipment for the polytechnic in Maralal, so that the assets are reverted to the polytechnic. Madam Temporary Deputy Speaker, it is also important that it is set ...

On a point of order, Mr. Speaker, Sir. I respect your ruling. This is not the first time we have had this issue where district allocations are not specified. This results to misuse of funds. We would like to see---

10 Jul 2008 in National Assembly:
Mr. Speaker, Sir, many a times, we get allocations which are not specific. This results into misuse of funds or a tilted way of allocating money to certain regions. We would like the Minister, even if she does not specify--- You have given a leeway to this Minister and so let all other Ministers give us district allocations. This is because there has always been mischief before and we have always observed that.
