Mr. Deputy Speaker, Sir, I would like to support this important Ministry's budget. I would like to say that it would be very nice to have some kind of master-plan for the future airports and aerodromes that are being established in the country as we move towards 2030. It may be necessary to fast-track the establishment of airports in areas such as Maralal, Marsabit and the northern parts of Kenya given that it will take us a long time to ever see any tarmacked roads. The other point that I want to talk about is the issue that was raised by the previous speaker, hon. Kagwe, that is, road carnage. We do not know what is going on in the road transport sector. The discipline seems to be collapsing again. There were days of the "Michuki" rules. I do not know why those rules should not be brought back to save the lives of many Kenyans. Mr. Deputy Speaker, Sir, these committees serve as a bridge between communities. They travel a lot around the country preaching peace. There was a time the Assistant Minister was intending to institutionalise them. What plans does he have to institutionalise them, so that their budget is reflected in the Vote of the Office of the President?

Mr. Speaker, Sir, it is very clear that the Government has now dropped the initiative they had in 2003. They even established an institution in the Office of the President to strengthen these peace committees in those areas where pastoralists fight over grazing grounds, water and boundaries. The Government has come out very clearly that it believes in community policing in urban areas, but not in strengthening peace committees among the pastoralist communities. Thank you, Mr. Temporary Deputy Speaker, Sir. I want to support the budget of this Ministry and congratulate them for getting an opportunity to present their Vote, after a number of years. This is an important Ministry which has been given very little money; the equivalent of what has been allocated to the Special Branch Department. You know my problems with that Department. They deserve more money because of the new focus on economic diplomacy. Let me also congratulate the Ministry for being very gender-sensitive. Mr. Temporary Deputy Speaker, Sir, this Ministry has done a very good job, at least, in my constituency in terms of gazettement of dispensaries. However, it is not adequate just to put dispensaries in a gazette notice. There must be provision of nurses and the required medical kit. When will the Assistant Minister begin to deploy or post nurses and supply the required medical kits to the registered dispensaries? Some of them have not been attended to for one year now.

Mr. Temporary Deputy Speaker, Sir, through the Constituencies Development Fund (CDF), a number of us implement projects after the communities identify their requirements. Could the Assistant Minister consider allocating some of these funds collected through harambees to various CDF committees? Some of us have very little information with regard to where this money comes from.
