Mr. Speaker, Sir, this cannot be done within a month by the Pensions Department. I can only undertake on behalf of the relatives to pursue this matter with the Pensions Department, because they were waiting for us to file documentation with them.

Mr. Speaker, Sir, the policy is to pay within a very short time, for example within a month, provided all the documentation is available; also the question of paying requires some confirmation as to who are the legal persons and dependants to inherit. I do agree with you that there is often delay in dependants accessing all the documentation, getting the chief, forwarding the documentation to the Ministry Headquarters; but I do hope that with devolution and computerization, we will speed up on most of these problems.

Mr. Speaker, Sir, indeed, this is a very, very important Question that the hon. Member has raised; I can say that we are actually in the middle of computerizing all the records, so that we are up to date continuously, and we do not have to look for manual files.

Mr. Speaker, Sir, I have just consulted with the hon. Member and the answer to this Question is inadequate and, basically, belongs to the Treasury. I would like to seek the indulgence of the House to refer this Question to the Treasury because the Treasury is the administrator of the group pension, group personal accident scheme and work injury as from 2008.

Thank you, Madam Temporary Deputy Speaker. I want to begin by congratulating the Minister for bringing this Bill early enough, and also for setting up the task force that did an excellent job by going round the country to collect materials for this Bill. I also want to thank the Minister for carrying out an exercise to improve planning in a number of counties in the Republic; that exercise by his Ministry can be undertaken in all the 47 counties so that we start on a good footing.

Madam Temporary Deputy Speaker, I would like to say that the role and the powers of the assembly members have been properly articulated, but there is one aspect under Clause 8 which I want to be introduced. As you know, under Article 195 of the Constitution of Kenya, the county assembly has the powers of the High Court; it has the power to summon witnesses. I think that this should be lifted from the Constitution to define the roles of the assembly members, and if necessary elaborate on how those powers to summon will be exercised, so that we will ...

Mr. Temporary Deputy Speaker, Sir, on the recall clause, I support the idea of recalling assembly members, because from my own experience I am aware of the county councillors who absent themselves from the activities of their councils. They absent themselves from their wards and, in fact, come and literally live in urban centres, thereby ignoring totally the people who elected them.
