However, there are certain administrative issues which ought to be clarified. For example, we cannot understand why awarding of tenders for the construction of water dams and boreholes is done here in Nairobi by the National Water Conservation and Pipeline Corporation (NWCPC). I would like to say that on the issue of Government vehicles, the Minister came up with a proposal to provide only one vehicle to each Minister and one to each Permanent Secretary. From my own experience, I do not think that will be workable. The whole system should have been phased out. We do not have any other financial institution there. That is why we look forward to the Micro Finance Bill being passed so that we can get financial services.
