  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have already said in my answer that once that is done, we will do an inspection and then we will post--- view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the ideal situation is to post officers when all these facilities are in place such as quarters and also when vehicles are available. There has been considerable growth of the police service over the last five years. So, we do face a big challenge in providing facilities. I can also say that the Ministry was able to get substantial funds to acquire vehicles, being one of the facilities which are very critical. We are now in the middle of procurement for the vehicles since we got Kshs1.4 billion. The procurement is in process and when ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I may not be up to date with that particular issue, but I will undertake to ensure that the required number of staff is sent to Tetu Constituency given the fact that we have had recent pass-outs of police officers and we are also in the middle of the recruitment exercise. view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will post an OCPD as soon as possible as hon. Mbai has requested. On hon. Mututho’s issue, we occasionally face the challenge of staffing because you require gazetted officers for certain posts. These include Superintendent of Police and Senior Superintendent of Police. We will certainly take care of that problem as soon as they complete their management courses. As to the issue raised by hon. C. Kilonzo, I want to assure him that we will provide security, in addition to what we already have. For the sake of the rest of the hon. Members, ... view
  • 11 Oct 2012 in National Assembly: Madam Temporary Speaker, I support this petition. It is a very well known fact that 85 per cent of wildlife in Kenya is hosted by our people, especially the pastoralist community. The Samburu people are the best friends of wildlife. We are sick and tired of hosting the wild animals which are killing our animals and people. We get very little in terms of resource sharing from tourism. I urge the House Business Committee (HBC) to fast-track this Bill which, I believe, the Minister has already drafted, so that our people can be protected and the country can benefit through ... view

  • 3 Oct 2012 in National Assembly: Mr. Speaker, Sir, I hesitate to answer this Question because of the security implications it may have on the ground. I request that this matter be postponed so that we continue handling it on the ground between the parties concerned. For that reason--- view
  • 3 Oct 2012 in National Assembly: Mr. Speaker, Sir, national security. However, I do not have the Standing Order. view
  • 3 Oct 2012 in National Assembly: Mr. Speaker, Sir, I still think that answering this Question in full view of the cameras may trigger violence in the area. Indeed, there was a Ministerial Statement that was made by the Minister previously in which he preferred the matter to be dealt with by a parliamentary committee. There are ongoing consultations on the ground involving religious leaders and several clans. We think we will not achieve much by proceeding to answer the Question. It may compromise what we have already started doing on the ground. We do not want another Tana Delta situation. view
  • 2 Oct 2012 in National Assembly: Mr. Speaker, Sir, I do request that the Question be deferred until tomorrow because I was on safari. I did not realize that I could actually make it. view
